§ 31.026 POWERS AND DUTIES.
   (A)   The City Manager shall be the chief executive officer and head of the administrative branch of the city. He shall be responsible to the City Council for the proper administration of all affairs of the city, and to that end he shall have the power and shall be required to comply and require compliance with this section.

      (1)   Consolidation of offices, departments. The City Manager shall have the power to consolidate or combine offices, positions, departments, or units under his jurisdiction, with the approval of the City Council.

      (2)   Attendance of Council meetings. The City Manager shall attend all meetings of the City Council (either in person or via electronic means) unless excused therefrom by the Council, except when his removal is under consideration by the Council. The City Manager shall have the privilege of taking part in the discussion of all matters coming before the Council. The City Manager shall be entitled to notice of all meetings, regular and special, of the Council. ('64 Code, § 2-38)
      (3)   Preparation of budget. The City Manager shall prepare the budget annually and submit it to the Council. He shall be responsible for its administration after adoption and, with the consent of Council, may authorize the transfer of appropriated funds within and between departments as necessary to achieve the goals of the budget.

      (4)   Annual financial and administrative report. The City Manager shall prepare and submit to the Council as of the end of the fiscal year a complete report on the finances and administrative activities of the city for the preceding year. He shall make any other financial reports from time to time as may be required by Council or by S.C. Code Title 5, Chapters 1 through 17.

      (5)   Appointment, suspension, and removal of city officers and employees. The City Manager shall appoint and, when necessary for the good of the service, suspend or remove any appointive officers and employees of the city, except as otherwise provided in this code and except as he may authorize the head of a department or office to appoint, suspend, or remove subordinates in that department or office.

      (6)   Municipal buildings. The City Manager shall be responsible for and have charge of all municipal buildings and structures. It shall be his duty to see that they are kept clean and in good repair. He shall report promptly to the Council any matters with respect to those buildings which need the attention of the Council, in particular any repairs which he may deem necessary or advisable.

      (7)   Observance of franchises, permits, and privileges. The City Manager shall see that all franchises, permits, and privileges granted by the city are faithfully observed.

      (8)   Investigations. The City Manager shall make investigations into the affairs of the city or any department or division thereof and shall investigate all complaints in relation to all matters concerning the administration of the government of the city, and in regard to service maintained by the public utilities in the city.

      (9)   Financial information and general recommendations for Council. The City Manager shall be responsible for financial planning, accounting, licensing, property and fiscal records, collections, internal auditing, and other fiscal activities and shall keep the Council advised of the financial condition and future needs of the city and make any recommendations as he may deem desirable.
      (10)   Recommendations as to salaries. The City Manager shall recommend to the Council the salaries to be paid each appointive officer and subordinate employee of the city.
      (11)   Recommendation of measures for adoption. The City Manager shall from time to time recommend, in writing, to the City Council any measures for adoption as he may deem necessary or expedient.

      (12)   May head departments. The City Manager may be head of one or more city departments.

      (13)   Enforcement of laws and ordinances. The City Manager shall see that all laws and ordinances are duly enforced.

      (14)   Other duties. The City Manager shall perform all other duties as may be required of him by the Council which are not inconsistent with S.C. Code Title 5, Chapters 1 through 17.

   (B)   Full-time job. The City Manager shall devote his entire time to the discharge of his official duties.
