(A) Purpose. This purchasing policy was developed in accordance with the requirements of S.C. Code § 11-35-50, which requires the city adopt “procedures embodying sound principles of appropriately competitive procurement,” suitable for the unique needs of the city, which has a decentralized purchasing policy. This purchasing policy will guide city employees and the public in the process and procedures for procuring goods and services required by the city and its various departments. These polices will help ensure the fair and equitable treatment of all persons who desire to do business with the city by selling its goods or services, and will help maximize the purchasing value of public funds and provide safeguards for maintaining a purchasing system of quality and integrity.
(B) Scope. This policy applies to the purchasing of any materials and supplies, equipment, professional and contractual services, or construction contracts.
