10.99 General penalty
(A) All ordinances of a permanent and general nature of the municipality as revised, codified, rearranged, renumbered, and consolidated into component codes, titles, chapters, and sections shall be known and designated as the Camden Code, for which designation "codified ordinances" or "code" may be substituted. Code, title, chapter, and section headings do not constitute any part of the law as contained in the code.

(B) All references to codes, titles, chapters, and sections are to such components of the code unless otherwise specified. Any component code may be referred to and cited by its name, such as the "Traffic Code." Sections may be referred to and cited by the designation "§" followed by the number, such as "§ 10.01." Headings and captions used in this code other than the title, chapter, and section numbers, are employed for reference purposes only and shall not be deemed a part of the text of any section.

(A) Unless otherwise provided herein, or by law or implication required, the same rules of construction, definition, and application shall govern the interpretation of this code as those governing the interpretation of the South Carolina Code.
(B) Where a section of this code is followed by a reference to the South Carolina Code, the reference indicates that the section is analogous or similar to the cited sections in the South Carolina Code. Footnotes, cross-references, and other comments are by way of explanation only and should not be deemed a part of the text of any section.
(C) All provisions of this code are limited in application to the territorial boundaries of the municipal corporation although the provisions may not be so limited specifically.
(D) Code, title, chapter, and section headings do not constitute any part of the law as contained in the code.
For the purpose of this code, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
"AND." May be read "OR," and "OR" may be read "AND," if the sense requires it.
"BOND." When a bond is required, an undertaking in writing shall be sufficient.
"CITY," "MUNICIPAL CORPORATION," or "MUNICIPALITY." The City of Camden in the County of Kershaw, State of South Carolina, except as otherwise provided.
"COUNCIL." The City Council of the City of Camden, South Carolina.
"COUNTY." Kershaw County, South Carolina.
"IN THE CITY." All property within the city limits as shown on a zoning map of the City of Camden on file, for reference, in the office of the City Clerk and Treasurer and shall further mean and include any territory or area, jurisdiction of which for the purpose of its regulatory power has been conferred on the city by public or private law.
"MAY." The act referred to is permissive.
"MONTH." A calendar month.
"OATH." Includes an affirmation in all cases in which, by law, an affirmation may be substituted for an oath, and in such cases the words "swear" and "sworn" shall be equivalent to the words "affirm" and "affirmed."
"OWNER." Applied to a building or land, shall include any part owner, joint owner, tenant in common, joint tenant, or tenant by the entirety, of the whole or a part of such building or land.
"PERSON." Extends to and includes person, persons, firm, corporation, copartnership, trustee, lessee, or receiver. Whenever used in any clause prescribing and imposing a penalty, the terms "PERSON" or "WHOEVER" as applied to any unincorporated entity shall mean the partners or members thereof, and as applied to corporations, the officers thereof.
"PERSONAL PROPERTY." Includes every species of property except real property, as herein defined.
"PRECEDING, FOLLOWING." Next before and next after, respectively.
"PREMISES." As applied to property, includes land and buildings.
"PROPERTY." Includes real and personal property.
"REAL PROPERTY." Includes lands, tenements, and hereditaments.
"S.C. CODE." The Code of Laws of South Carolina.
"SHALL." The act referred to is mandatory.
"SIDEWALK." Any portion of a street between the curb line and the adjacent property line, intended for the use of pedestrians, excluding parkways.
"SIGNATURE" or "SUBSCRIPTION." Includes a mark when the person cannot write.
"STATE." The State of South Carolina.
"STREET." Any public way, road, highway, avenue, boulevard, parkway, alley, lane, viaduct, bridge, and the approaches thereto within the city.
"SUBCHAPTER." A division of a chapter, designated in this code by an underlined heading in the chapter analysis and a capitalized heading in the body of the chapter, setting apart a group of sections related by the subject matter of the heading. Not all chapters have subchapters.
"TENANT" or "OCCUPANT." Applied to a building or land, shall include any person who occupies the whole or a part of such building or land, whether alone or with others.
"WRITING" or "WRITTEN." Shall include printing and any other mode of representing words and letters.
"YEAR." A calendar year.
