(A) Persons desiring to discharge scavenger wastes into the sewage treatment works shall be required to obtain a written permit from the city. Scavenger wastes shall mean putrid or offensive matter, the contents of all privies, septic tanks, and cesspools, all other materials and substances, chemicals or chemical compounds, or industrial wastes will not be permitted to be discharged into the public sewerage system except as heretofore provided. A permit shall be purchased from the city as provided in § 51.14(E) and shall be valid for one year, except as hereinafter provided. The discharge of these wastes shall be made only at a location in the sewage treatment works as shall be designated on the permit by the city.
(B) Scavenger wastes will be admitted into the sewerage system only by approval of the city and subject to payment of fees or charges fixed by the city. (Effective June 1, 2001, only scavenger wastes collected from within Kerhsaw County will be accepted at the Camden Wastewater Treatment Plant.) Such a fee or charge is defined in § 51.14(F) and shall be based upon the full capacity of each scavenger vehicle for each discharge.
(C) The applicant shall be the owner of the vehicle for which a permit is applied. Any false, untruthful, or misleading statements in any application for a permit or in any paper submitted in support of the application will invalidate the permit. Such a permit may be suspended or revoked at any time by the city for willful, continued, or persistent violations of these rules and regulations or upon such other grounds as the city may deem proper. In the event violations or reporting and/or operations policies are confirmed, the authorization of the violator to dispose of scavenger wastes at the Camden Treatment Plant will be revoked.
(D) All equipment (trucks, tanks, pumps, and hose) used for the collection or transportation of scavenger wastes shall be modern equipment in good repair. When more than one vehicle is used by an applicant, each vehicle shall bear an identifying number. The city shall refuse a permit to any person utilizing equipment other than above.
(E) All applicants for a permit shall furnish the following information with each application.
(1) Name and address of applicant.
(2) Volume of scavenger waste for each numbered vehicle.
(3) Number of scavenger vehicles in collection service.
(F) All fees provided by this section and as defined in § 51.14(E) and (F) shall be paid to the city in advance.
