§ 39.02 RESTRICTION AS TO INDEBTEDNESS AGAINST THE CITY.
   No indebtedness shall be contracted against the city by any officer, person, or board whatsoever, save upon the authority of the Council, nor by any committee except within the limits of the appropriation made therefor except as set forth in §§ 39.10 through 39.17.
