This section shall not apply to the following:
(A) Noncommercial public speaking and public assembly activities conducted on any public space or public right-of-way with permission of the Mayor.
(B) Church bells or similar sound-making devices customarily utilized in religious services.
(C) Emergency signaling devices, sirens, and related apparatus used solely for public purposes.
(D) Programs, activities, or events organized, sponsored or sanctioned by public or private schools, churches, or the city.
(E) Any music, sirens, specialty horns, or other such devices utilized during parades authorized by the Mayor.
