§ 102.03 PROHIBITION.
   (A)   No person, being the owner, or person in possession of a premises, or person in control of the premises by reason or employment, agency or otherwise, whether such ownership possession or control is exclusive or joint, or any other person, shall make, continue, cause to be made or permit to be made or continued, any noise disturbance or other violation of the section.
   (B)   Noise, music, or sound shall be presumed to be a noise disturbance if the noise sound or music exceeds 60 decibels. The noise, music or sound shall be measured by a standard sound level meter. Only city police officers trained in the use of this meter shall be considered competent to take sound level readings. Prior to using the meter to take sound level readings, the office shall verify the level meters battery is in adequate condition an that the meter is in working order pursuant to the manufacturer’s instructions. All measurements of sound levels shall be done in accordance with the level meter’s manufacturer’s approved procedures.
