The provisions of this subchapter shall be administered by the Planning Commission, and all determinations of fact and all matters of discretion or judgment necessary to be made or determined in the application of this chapter shall be made or determined by the Commission with the advice of the City Engineer. All plans and all detailed specifications for the improvements required by this chapter shall be subject to the approval of the Commission with the advice of the City Engineer.
