§ 153.10 PRELIMINARY PLATS; CONDITIONAL APPROVAL.
   Subdividers are encouraged to consult informally with the Planning Commission, the City Engineer, and the utility companies before beginning preparation of any plat. Prior to any grading or improvement on the land of the proposed subdivision, four copies of a preliminary plat drawn to scale by a licensed engineer or surveyor shall be submitted to the Commission showing all the information required by § 153.11 and other pertinent data, together with typewritten copies of proposed restrictions, and such preliminary plans and specifications for the construction of the improvements required by these regulations, the city ordinances or as may be required by the City Engineer. One copy of the preliminary plat, restrictions, and plans will be referred by the Commission to the City Engineer if the land is in the city, and to the County Engineer if the land is outside the city, for examination and recommendations with special reference to the topographical location of lots and streets, and to necessary culverts, ditches, storm sewers, or drains both on streets and on natural watercourses through lots. No plat will be approved unless provision is made for adequate drainage of both streets and lots. Conditional approval of the preliminary plat, with such changes as have been agreed upon by the Commission and the subdivider, will be given by the Commission if the plat and changes are in accordance with these rules and the city ordinances.
