§ 115.22 VEHICLE EQUIPMENT AND INSPECTIONS; PARKING.
   (A)   Every taxicab shall be kept in a safe and sanitary operating condition and shall at all times have the following equipment:
      (1)   A light, within the passenger compartment, capable of being lighted or extinguished by the passengers;
      (2)   A spare tire capable of being used on any of the wheels of the vehicle;
      (3)   A set of tools for changing tires;
      (4)   An efficient braking system which will be capable of stopping the vehicle without load in a distance of 22 feet when operating on a level, dry, asphalt street at a speed of 20 miles per hour; and
      (5)   Skid chains to be applied to the rear wheels when road or weather conditions make their use necessary.
   (B)   Every taxicab shall have permanent identification markings displayed on both sides of the vehicle, setting forth the taxicab company name. Every taxicab shall have a sign posted on its roof identifying itself as a "Taxi", such sign shall be illuminated at night to provide adequate identification at night. Any taxicab shall be permitted to use advertising on the side of any vehicle provided it does not obscure the identification markings.
   (C)   No taxicab stand parking shall be permitted on Wheeling Avenue at any time.
   (D)   Any taxicab company that has 24-hour service shall have the night phone listed if the number is different from the day phone.
   (E)   All taxicabs must be inspected three times a year at four month intervals by a person approved and designated by the Director, and who is to file with the Director a copy of such inspection reports. All recommendations are to be complied with by the owner of the taxicab within a reasonable time, which shall be no later than 30 days from the date of notification.
   (F)   Any taxicab company using radios shall use a single channel set. If multichannel sets are owned, all other channels shall be removed from the set other than the channel number used and authorized.
