§ 115.17 PROHIBITED ACTS.
   (A)   No owner of any taxicab within the city shall operate his taxicab to pick up passengers at another stand other than the one operated as his own, unless instructed to do so by the operator of the other stand.
   (B)   Any taxicab owner who refuses to pick up any passenger, regardless of distance, within the city limits, except on alleys or streets that are impassable for travel, shall upon proof and conviction of such act, have his operator's license revoked and shall not be permitted to secure another license for a period of 90 days after such license is revoked. The foregoing does not preclude refusal to accept a public nuisance.
   (C)   Any driver who overcharges a passenger within the limits of the city shall be suspended for a period of 30 days for the first offense and discharged from service on a second offense of like nature.
   (D)   Any driver or owner of a taxicab found guilty of soliciting passengers in front of another taxicab stand, shall for a first offense be given a citation and hearing. For the second offense, the driver's license shall be revoked, and the owner of such taxicab shall, if he has full knowledge of the offense, be given a citation and hearing before the municipal court, and on conviction he shall have his license revoked.
   (E)   Any driver who is found guilty of transporting intoxicating liquors in his taxicab with or without knowledge of the owner shall be discharged. If the owner has knowledge and permits such intoxicating liquor to be transported, he shall, upon conviction, be compelled to surrender his license to operate a taxicab within the city.
   (F)   No taxicab operator shall be required to pick up or deliver passengers to any strike-bound industry or plant for the duration of the strike.
