(A) No taxicab license shall be transferred from one owner to another by the Auditor, except after a finding of public convenience and necessity by the Director. The applicant for the transfer of the license shall file with his application the consent, in writing, of the former owner of such license and shall comply with all the terms and conditions of all city ordinances concerning taxicabs.
(B) Every owner of a licensed taxicab shall notify the Auditor upon the sale of any licensed taxicab when it is intended that the purchaser shall continue to operate it as a taxicab within the city.
