§ 115.04 INITIAL ISSUANCE AND RENEWAL; MAXIMUM NUMBER LIMITED.
   (A)   The Director shall investigate each application for a taxicab license. If the Director then finds that the applicant is the owner of the vehicle for which the license is desired, that such vehicle is a safe and fit conveyance, that it complies with all the requirements of this chapter, that the applicant is a suitable and proper person to drive a taxicab and the investigation discloses no matters concerning the applicant which the Director, in his discretion, feels justified in denying issuance of such license, he shall notify the City Auditor who shall issue a license to the applicant upon payment of the proper license fee and the furnishing of the bond or insurance required.
   (B)   At no time shall there be issued more than eight taxicab licenses in the city.
   (C)   All taxicab licenses, in accordance with the terms of this chapter, shall have their licenses renewed for each succeeding year without a finding of convenience and necessity of the Director, providing all other requirements of this chapter are complied with.
