For the purpose of this chapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
AUDITOR. The Auditor of the city, or his successors.
DIRECTOR. The Safety-Service Director of the city, or his successor.
PUBLIC CONVENIENCE AND NECESSITY. A genuine need for additional taxicab transportation facilities in order to adequately and properly serve the needs and conveniences of the general public of the city.
TAXICAB. All motor-driven vehicles carrying passengers for hire on the streets of the city, except motor buses operated on regular schedules and over regularly established routes. Wherever the word cab is used in this chapter, it shall be construed to mean a taxicab.
TAXICAB DRIVER or DRIVER. The person driving a taxicab.
TAXICAB OWNER or TAXICAB OPERATOR. Every corporation, association, joint-stock association, person, firm, or copartnership, and their lessees, directors, receivers, or trustees, appointed by any court whatsoever, or the heirs, executors, administrators, personal representatives, or assigns of any deceased owner, owning, controlling, operating, or managing any taxicab.
