§ 113.06 LICENSE ISSUANCE OR REFUSAL.
   (A)   The Safety-Service Director, upon being satisfied that there is a necessity therefor, and that the applicant is of good moral character, competency, and integrity, and has complied with all the requirements of this chapter, including payment of the proper license fee, shall issue licenses for private investigators and private investigation agencies.
   (B)   In the event that the Safety-Service Director shall decline to issue such license, the person adversely affected shall have the right of appeal.
