§ 113.04 LICENSE APPLICATION; INVESTIGATION.
   (A)   Application for private investigation agency or private investigator licenses shall be made to the Safety-Service Director on forms approved by him. Applicants shall be fingerprinted and photographed at the Police Department.
   (B)   Licenses shall be issued only to American citizens of full age who have resided in the state for not less than one year immediately preceding such application. Licenses shall not be issued to persons who have been adjudged insane, convicted of a felony or of a crime or offense involving violence or moral turpitude, or found upon investigation by the Police Chief not to be of good character.
   (C)   Any person found upon such investigation not to be of good character shall be entitled, upon request, to a copy of such adverse finding, and shall have the right of appeal.
