Each individual mechanical or electrical amusement device shall be licensed. No person shall keep, maintain, permit, or allow any unlicensed device to be in or upon any public place or place of business under his control, supervision, or direction, except devices as in this chapter may be exempt from such license. Each amusement arcade shall be licensed and such license therefor shall be required in addition to and independent of the license required herein for each individual mechanical or electrical amusement device.
