A license may be renewed from year to year upon paying the Mayor's office the sum of $100 for each such renewal unless the Mayor determines, after a hearing, one of the following exists, in such event a renewal license shall be issued:
(A) The scrap yard constitutes a nuisance :
(B) The applicant, after a citation from a health official or other regulating authority, has failed to remedy the situation which led to the citation;
(C) Receipt of numerous complaints from the community relating to odors or rodent infestation; or
(D) There are pending health code violations.
