§ 99.07 OPERATION.
   The CTC shall choose its own officers, have regular monthly meetings, make its own rules and regulations, and keep a journal of its proceedings. Quarterly activity reports shall be presented to the Mayor. A majority of the members shall be a quorum for the transaction of business.
