§ 96.03 AIR POLLUTION.
   (A)   No owner, occupant, or person in charge, by himself, his agent, or his employees shall cause or allow dense black or gray smoke which contains sufficient soot or other substance in sufficient quantity to cause injury to persons, plants, or animals, damage to property to prevent reasonable enjoyment of property, to be discharged from any stack, chimney, or vent within the city.
   (B)   No owner, occupant, or person in charge, by himself, his agent, or his employee, shall cause or allow the emission of poisonous, obnoxious, pungent or ill-smelling gases, fumes, or other air pollutions from any stack, chimney, or vent in the city so as to cause injury to persons, plants, or animals, damage to property, or prevent the reasonable enjoyment of property.
   (C)   No owner, occupant, or person in charge, by himself, his agent, or his employee, shall cause or allow the handling, conveying, storing, or accumulation of any coal, ashes, cinders, building material, dust, refuse, or other material in such manner that dust or other emanations may escape and cause injury to persons, plants, or animals, damage to property, or prevent the reasonable enjoyment of property.
   (D)   Whoever violates this section is guilty of a minor misdemeanor.
