(A) For the purpose of this section, an emergency snow situation shall be determined by the disaster committee of the city.
(B) The following streets are hereby designated as emergency snow routes: Southgate Parkway, Wheeling Avenue, Steubenville Avenue, Highland Avenue, Clark Street, Oakland Boulevard, Edgeworth Avenue, North 1st Street, North 5th Street, North 8th Street, North 9th Street, North l0th Street, Jefferson Avenue, and South 9th Street.
(C) During emergency snow situations, parking may be restricted on any of the designated snow routes, as determined by the disaster committee.
(D) Any vehicle left standing on a designated snow route during a snow emergency may be towed away at the owner's expense.
