(A) For the use of water for construction and at the time of making application for a water tap, the following charges shall be made:
(1) Residential: $15.00 per month or $45.00 per quarter.
(2) Commercial: $30.00 per month or $90.00 per quarter.
(B) A meter is to be installed as soon as possible; until a meter is installed, a maximum construction water billing shall be:
(1) Residential: 2 quarters or 6 months.
(2) Commercial: 3 quarters or 9 months.
