(A) The following standards and specifications shall be applicable to the construction of all water mains and appurtenances located outside the corporate limits of the city.
(B) Water service shall not be extended beyond the corporate limits of the city unless first approved by the Mayor and a majority vote of City Council.
(C) Pre-annexation agreement will be required in each case where water service is extended beyond the corporate limits of the city pursuant to this section.
