Meters shall be installed by the property owner, or person requesting the same, at his expense. Meters shall be installed according to City Utilities Director's specifications, available at the Utilities Office. Such meter shall have a hand control valve back of the meter, and it shall be the property owner's responsibility to maintain such valve in good working order at all times. Failure to do so shall relieve the city of all responsibility for any damages incurred due to leaks or broken lines which would otherwise have been controlled by the hand control valve. All meters shall be installed in such a manner that the meter is accessible at all times for reading, check reading, service, repair or replacement. All seals placed upon the meters, meter connection, valves or appurtenances by the city shall not be removed, except by approval of the Utilities Director.
