Outside sewer deduct meters are hereby authorized for use on residential properties, subject to the following conditions:
(A) Usage from April 1 through September 30 shall not include sewage charges. Usage from October 1 through March 31 shall include full sewage charges.
(B) From April 1 through September 30 for the sewer charges not to be assessed a minimum of 5,000 gallons of water per quarter must be used.
(C) No water being metered through such sewer deduct meter shall be used in any circumstances wherein the water enters the city sanitary sewer system.
(D) The meter shall be purchased and installed according to the rules and specifications set forth by the Utilities Director. Failure to follow any rules shall result in no deductions through the meter.
