Wastewater discharge permits shall specify no less than the following.
(A) Fees and charges to be paid upon initial permit issuance.
(B) Limits on the average and maximum wastewater constituents and characteristics regulated thereby.
(C) Limits on average and maximum rate and time of discharge or requirements for flow regulations and equalization.
(D) Requirements for installation and maintenance of inspection and sampling facilities.
(E) Special conditions as the city may reasonably require, under particular circumstances of a given discharge, including sampling locations, frequency of sampling, number, types and standards for tests and reporting schedule including any and all BMPs or pollution prevention alternatives.
(F) Compliance schedules.
(G) Requirements for submission of special technical reports or discharge reports where these reports differ from those prescribed by this chapter.
(H) The City may develop BMPs and such BMPs shall be considered local limits and pretreatment standards.
