It is determined and declared to be immediately necessary and conducive to the protection and preservation of the public health, safety, welfare, and convenience of the city to levy and collect charges or rentals upon all lots, lands, and premises served by having connections with the sanitary sewerage system and by the sewage pumping, treatment, and disposal works of the city.
