§ 35.35 DEFINITION.
   For the purpose this subchapter the following definition shall apply unless the context clearly indicates or requires a different meaning.
   GRIEVANCE. Any unresolved question or dispute regarding the conditions of employment including compensation benefits, physical conditions or concerning the interpretation or application of this agreement between city and the city's employees, but excluding those matters which are controlled by the provisions of the state statutory plan governing the enactment of ordinances and resolutions pertaining to civil service; by federal and state laws and by the United States and Ohio Constitutions.
