All business presented at Council session, requiring an ordinance or resolution should, when possible, be presented in legal form by a councilman, City official or department head. Such legal document shall be presented in quadruplicate, the original to be retained by the Clerk of Council for Council records and the Clerk shall forward copies to the following: Mayor, Law Director and chairman of the committee studying the matter. This section shall be waived in matters of transfers of funds, appropriations and salary adjustments.
