§ 31.25 REFERRAL TO COMMITTEE.
   Any and all matters introduced in Council session shall be referred to a standing committee before final action is taken. The President of Council shall refer all matters brought to Council by the Mayor to a standing committee with legislative approval. Recommendations of such committees, to Council, shall not be made or action taken thereon, until a subsequent meeting of Council; except in case of an emergency, where special legislation needs to be acted on, the elapsed time between meetings may be waived at the discretion of the President of Council or a majority of members elected to Council.
