§ 31.23 SPEAKING BEFORE COUNCIL.
   Any councilman desiring to speak before Council shall raise his hand and secure recognition from the President of Council before he speaks. He shall confine himself to one subject at a time or to the matter under discussion. All councilmen shall avoid bringing personalities into their discussion and the President's call to order shall be obeyed.
