(A) There shall be the following standing committees of Council: Finance Committee, City Services Committee and Committee on Legislation. Each Committee shall consist of three members.
(B) Members of the standing committees shall be appointed by the President of Council.
(C) Each committee shall investigate and make recommendations on all matters referred to them for consideration.
(D) The President of Council is hereby authorized to serve as an ad-hoc member of all Council committees.
