§ 31.11 SPECIAL MEETINGS.
   Pursuant to 3.20 OML and R.C. § 731.40, special meetings may be called by the Mayor, President of Council or any three members of Council upon at least 12 hours' notice to each member served personally or left at the member's usual place of residence.
