§ 11.01 CITY DIVIDED INTO FOUR WARDS.
   (A)   The existing boundaries of the four wards of the city are changed, and the boundaries thereof shall be such as are hereinafter set forth, which boundaries are so fixed that each ward shall contain as nearly as practicable an equal number of inhabitants.
   (B)   The boundaries of the wards shall be as follows:
      (1)    Ward one. The first ward shall contain all of that territory in the city lying within the following described boundary: Beginning at the intersection of the center line of Southgate Parkway and the B and O Railroad; thence westerly along the center line of the said railroad to Wills Creek; thence northerly along the corporation line on Wills Creek to its intersection with North 8th Street; thence along the following centerlines: southerly on North 8th Street to McKinley Avenue; thence easterly on McKinley Avenue to Lakeside Drive; thence southerly along Lakeside Drive to Sherman Avenue; thence westerly along Sherman Avenue to North 8th Street; thence southerly along North 8th Street to Taylor Avenue; thence easterly along Taylor Avenue to North 9th Street; thence southerly along North 9th Street to Steward Avenue; thence westerly along Stewart Avenue to North 8th Street; thence southerly along North 8th Street to Gomber Avenue; thence westerly along Gomber Avenue to North 7th Street; thence southerly along North 7th Street to Wheeling Avenue; thence easterly along Wheeling Avenue to Southgate Parkway; thence southerly along Southgate Parkway to the center line of the B and O Railroad and the place of beginning.
      (2)   Ward two. The second ward shall contain all of the territory in the city lying within the following described boundaries:
