No person shall install, place or erect any blind, screen, curtain, partition, article or other thing in the windows or upon the doors of any licensed premises which prevents or restricts a clear and full view into the interior of the licensed premises from the street, road or sidewalk. The interior of all licensed premises shall be illuminated by natural or artificial white lights during all hours the licensed premises is open for business so that all parts of the interior of the licensed premises are clearly visible from the street, road or sidewalk.
