No person, firm or corporation shall conduct, engage in, maintain, operate or carry on any business within the village dealing in second hand goods, wares and merchandise, as defined herein, either by himself or itself, or through an agent, employee or partner without first having obtained a license issued by the village, as provided herein for each separate place, premises or location where such business is to be conducted.
