(A) Upon payment and acceptance of the license fee, the licensing authority shall issue a durable license tag or collar stamped with the year of issuance and an identification number for the animal for which the license has been obtained. Any license issued for the keeping of a dog or cat shall take effect on the date of issuance and shall be valid for a period of one year. Every dog or cat for which the owner is required to obtain a license must wear a valid license tag or collar at all times when the animal is off the premises of its owner.
(B) No person may use a license for any animal other than the animal for which the license was issued. It shall also be unlawful for any person to remove from the neck of any dog or cat the license tag or collar issued pursuant to this section or alter the tag in any manner.
