It shall be unlawful for any person to keep more than three dogs, cats or combination thereof, excluding fish, within the village; except that a litter of pups, kittens or other young animals may be kept for a period of time not exceeding five months from birth. This section shall not apply to any establishment where animals are kept for breeding, sale, sporting purposes, or boarding.
