(A) The town shall charge a tap fee for sewer connections to the public sewer.
(B) The fee shall cover the cost to make the tap and to repair street surface.
(C) However, when connections with the public sewer are made at a point which is not at the existing trunk line or other transportation line, all expenses incident to making the connection and laying the sewer therefrom shall be upon the owner of the premises.
