§ 51.02 INSTALLATION AND PROTECTION OF METER.
   (A)   Before any meter is installed or water is turned on, an application agreement must be signed and tap fee and deposit (if applicable) must be paid.
   (B)   The owner or occupant shall protect the meter from injury and shall be liable for loss of or damage to the meter.
