(A) Every application to tap the water or sewer main lines, whether within or without the town, shall be made by the owner of the property to be benefitted, or by his or her authorized agent, on a form prescribed by the Commission of Public Works.
(B) Application shall be granted only upon the condition that the owner of the property, in his or her application, will agree to pay in advance the standard fees for water and sewer service and, upon failure to so pay, the premises may be disconnected from the water or sewer lines.
