Any person deeming himself or herself aggrieved by a decision of the Village Building Inspection Board may appeal such decision to Council by filing a notice of appeal with the Clerk- Treasurer within thirty days after receipt of the notice provided for in Section 1408.05. Notice of Council's decision shall be served on the owner by written notice by the Clerk-Treasurer by certified mail, return receipt requested, or by personal service. Such appeal shall be heard and determined by Council at the next regular or special meeting thereof. The time for starting to remedy the offending condition shall be extended until five days after the notice of the decision of Council on said appeal is received or until such further time as may be granted by Council.
