The Village Clerk, upon receiving the report of inspection provided for in Section 1408.04, shall cause a written notice to be served upon the owner and occupant of a dangerous building, if any, by certified mail or by personal service. Such notice shall state that the building has been declared to be in a dangerous condition and that such condition must be removed or remedied by repairing, altering, cleaning out or demolishing the same, and that such undertaking shall be commenced not later than thirty days after the receipt of such notice and the same shall continue with due diligence thereafter until the condition complained of is completely remedied.
