For any user served by the sewerage system directly or indirectly which is not a user of water supplied by the Municipality, or is only a partial user thereof, the Board of Trustees of Public Affairs shall determine the sewer charges therefor, based upon the Board's judgment of the amount of water discharged into the sewerage system, or the owner or other interested party, at his or her expense, may install and maintain a meter acceptable to the Board of Trustees of Public Affairs for the purpose of determining such sewer charge established by Section 1044.01.
