(a) A rate for the Noble County Sewer District will be established to set the sewer charge levied against the district for sewage brought to the Village for treatment. As this service provided to the County does not require maintenance of the line or lift stations by the Village, the rate will be the same as the Inside the Corporation rate rather than the Outside the Corporation rate. Effective with the September 1, 2021 billing for customers, water companies and sewer districts, for supplying wastewater treatment services by the wastewater treatment plant of the Village of Caldwell to consumers in the Village and surrounding areas, the following rates shall be charged:

(b) The rates to be charged to future large industrial or commercial users, whether within or without the Village, may be established by special schedules or contracts to be determined by Council on the advice of the Board of Trustees of Public Affairs, but in no event shall the covenant with the holders of revenue bonds to maintain sufficient rates and charges be breached by said contract rates.

(c) Effective January 1, 2021, all Village of Caldwell base rates for sewer services shall increase one percent from their currently established rate.
(d) All Village of Caldwell base rates for sewer services shall increase an additional one percent on January 1 every calendar hereafter unless otherwise altered by the Village of Caldwell by future legislative action.
(e) The Village Administrator and Clerk/Treasurer are hereby authorized and directed to take any actions necessary to implement these increases.
