(a) The sewer charges levied at the rates established pursuant to Section 1044.01 shall take effect immediately. Said monthly rates shall be paid in monthly installments. Said rates shall constitute a contract for the benefit of the holders of sewerage system mortgage revenue bonds and shall be based and computed upon the consumption of water according to the full meter reading by each user, living unit or other unit of collection. Each dwelling or living unit shall be considered a separate user. Said sewer charges shall be payable at the office of the Board of Trustees of Public Affairs and shall be billed to and paid by the users contemporaneously with the water bills. The payment for the water bill will not be accepted without the payment of the sewer bill. Said sewer charges shall be billed, together with the Village water charges, on the first day of each month. All bills for sewer service shall become due by the fifteenth of each month, except when the fifteenth falls on a Saturday or a Sunday, or a holiday, in which case such bills shall then be due at the close of business on the following day.
(b) A ten percent penalty shall be added to each bill after the due date. This will be noted on each billing statement and will be collected by the Clerk of the Water Department at the time of payment.
(c) The foregoing charges are minimum charges, not maximum charges, and the Village reserves the right and is obligated to increase the same at any time the revenues of the system prove insufficient to pay the operating and maintenance expenses and debt service charges.
