§ 31.36 CITY CLERK-TREASURER.
   (A)   The city hereby establishes the office of the City Clerk-Treasurer.
   (B)   The officeholder is not required to be a resident or registered voter of the city. No fixed term of the office is authorized. In the event of a vacancy a successor shall be appointed by the Mayor subject to the approval of the legislative body.
   (C)   The duties and responsibilities of the Clerk-Treasurer shall include, but are not limited to the following:
      (1)   Maintenance and safekeeping of the permanent records of the city;
      (2)   Performance of the duties required of the “official custodian” or “custodian” pursuant to KRS 61.870 through 61.882;
      (3)   Possession of the seal of the city if used;
      (4)   No later than January 31 of each year, mail to the Department for Local Government a list containing current city information including but not limited to the following:
         (a)   The correct name of the Mayor, legislative body members, and the following appointed officials who are serving as of January 1 of each year:
            1.   City Clerk-Treasurer;
            2.   City Manager;
            3.   City Attorney;
            4.   Finance Director;
            5.   Police Chief;
            6.   Fire Chief; and
            7.   Public Works Director;
         (b)   The correct name of the city, mailing address for city hall, and telephone number of the city hall; and
         (c)   The name and telephone number of either an elected or appointed official to serve as a contact person that may be reached during normal business hours of 8:00 a.m. to 4:30 p.m.;
      (5)   Assists in the preparation of the agenda for and attends regular and special meetings of the Council.
      (6)   Keeps full and accurate minutes of Council proceedings, recording them before the regular meeting in a journal kept for that purpose.
      (7)   Prepares copies, for each Council member of all reports from the various departments and any other correspondence relative to items on the agenda for Council consideration.
      (8)   Advertises ordinances.
      (9)   Serves as immediate supervisor of the clerical personnel in the Clerk's office.
      (10)   Prepares and mails notices relating to various taxes, assessments, fees and receipts.
      (11)   Supervises and participates in the collection of taxes, assessments, building permits, license fees, insurance premium taxes, special use, parking fines, and other receipts.
      (12)   Balances cash drawers and prepares bank deposits.
      (13)   Accepts and processes occupational license, and miscellaneous bills.
      (14)   Orders supplies, maintains office equipment, and issues purchase orders within established guidelines.
      (15)   Collects delinquent taxes, assessments and fees.
      (16)   Prepares cash reports and maintains records relating to same.
      (17)   Answers complaints and assists in their resolution. Serves as immediate supervisor of other clerical personnel in the Clerk's office.
      (18)   Assists in the issuance and collection of water, sewer and solid waste collection bills.
      (19)   Prepares and maintains files for workmen's compensation program.
      (20)   Performance of all other duties and responsibilities required of the City Clerk and City Treasurer by statute or ordinance.
          (21)   The City Clerk may also have the duties of Police Chief.
       (22)   Advise the executive authority of the city in policy formation on overall problems of the city.
        (23)   Have major responsibility for preparation and administration of operating and capital improvement budgets under direction of the executive authority.
        (24)   Advise the executive authority of the city in the appointment of subordinate administrative personnel if not delegated appointment authority by appropriate order.
        (25)   Have continuing direct relationships with operating department heads on implementation and administration of programs.

   (D)   Compensation shall be in the amount as established by the City Council from time to time as set forth in § 31.02.
   (E)   The clerk shall have professional training and experience sufficient to insure competence.
   (F)   No person shall be appointed or act as the City Clerk unless such person has taken the oath required by section 228 of the Constitution of the Commonwealth of Kentucky and has provided bond, if required, with corporate surety authorized to transact business in Kentucky and conditioned upon the performance of the duties specified herein.
   (G)   The City Clerk may also have the alternate titles of City Administrator or City Administrative Officer.
