The Board shall consist of five (5) members appointed by the Village Mayor and confirmed by Village Council, and shall include the Mayor, a member of Council and three (3) citizens. The members shall be residents of the incorporated areas of the Village of Cadiz, Ohio. The three citizens of the Village shall serve for terms of six (6) years each, except that term of one member on one of the members of the first Board shall be for four (4) years and one member for two (2) years. All such members shall serve without compensation. Each member shall serve until a successor is appointed and qualified. Members shall be removable for non-performance of duty, misconduct of office or other causes as determined by Village Council upon written charges being filed with the Village Council and after a public hearing has been held regarding such charge, and after a copy of the charges has been served upon the members so charged at least ten (10) days prior to the hearing, either personally, by registered mail or by leaving such copy at his/her usual place or residence. Vacancies shall be filled by resolution by the Village Mayor and confirmed by the Village Council for the unexpired term.
