Every person wanting to engage in the business of traveling within the Village, soliciting orders for or selling goods, wares, merchandise or other articles for profit, and every person wanting to engage in the solicitation of funds for any charitable, religious, educational or other purpose, is required first to apply for and obtain a permit to engage in such activity from the Fiscal Officer. The permit shall be for a stated length of time and shall require the advance payment of the fees set forth under Section 771.02.
