The Village Fiscal Officer is hereby empowered to establish and enforce or cause to be enforced such rules and regulations governing the issuance of the licenses required in this chapter as he believes reasonable and necessary and not inconsistent with the provisions of this chapter. Applicants for licenses required by Section 741.02 shall be of good moral character and the Fiscal Officer shall adopt and enforce a regulation requiring an affidavit by such applicant relative to any arrest or conviction of the applicant for any crime involving moral turpitude within a period of five years immediately preceding the date of application.
